Do not log an error if the dialog API cannot be loaded. It's up to the calling module to decide if the situation is an error or not and log a message of an appropriate type. A module that has a weak dependency on the dialog module, may only log a notice that it is running with reduced functionality and continue, while a module with a strong dependency will log an error and exit.
